Mr. Tony Tse Wai Chuen B.B.S., J.P., has over 45 years of experience in property investment and development in both public and private sectors. He is currently a member of the Hong Kong Legislative Council for the Architectural, Surveying, Planning and Landscape functional constituency. Mr. Tse is a fellow member of the Hong Kong Institute of Surveyors, chairman of the Property Management Services Authority, a non-official non-executive director of the Urban Renewal Authority Board, a non-official member of the Harbourfront Commission, a member of the Standing Committee on Disciplined Services Salaries and Conditions of Service. He is also a member of the National Committee of the Chinese People’s Political Consultative Conference and a member of the 9th committee of China Association for Science and Technology. He was awarded the Bronze Bauhinia Star in 2014 and was appointed as Justice of the Peace in 2020. He was awarded the “Lifetime Achiever Award” by the Royal Institution of Chartered Surveyors in 2017 and received Outstanding PolyU Alumni Award in 2021.

A Chartered Construction Manager, Engineer, Project Manager, and Surveyor by profession, Prof. Chan has worked in a few tertiary institutions both in Hong Kong and overseas. He was a Senior Lecturer and Deputy Head of the School of Building and Planning at the University of South Australia. Prof. Chan joined the Department of Building and Real Estate of the Hong Kong Polytechnic University in 1996 and was Associate Head (Teaching) from 2005 to 2011; Associate Dean and Interim Dean of the Faculty of Construction and Environment from 2011 to 2013, and from 2013 to 2014 respectively. He was Head of Department of Building and Real Estate from 2015 to 2021 and is currently Dean of Students, Associate Director of Research Institute for Sustainable Urban Development, and Chief Warden of PolyU Students Halls of Residence.

Professor Johnnie Chan is the Immediate Past President of The Hong Kong Association of Property Management Companies, the Past President of The Hong Kong Institute of Housing and the Past Chairman of Housing Managers Registration Board.
Professor Chan has been appointed to serve in a number of public and voluntary services. Apart from being a member of the Hong Kong Housing Authority, he also serves as the Chairman of the Building Committee and a member of the Commercial Properties Committee and Strategic Planning Committee. He is currently an Honorary Member of the Auxiliary Medical Service, a non-official member of the Correctional Services Department Complaints Appeal Board, the Vice-Chairman of the Hong Kong Council on Smoking and Health, a member of the Occupational Safety and Health Council, a member of the Community Involvement Committee on Greening of the Development Bureau, the Vice-Chairman of Hong Kong Water Sports Council and the Chairman of CLP Customer Consultative Group. He is also an Adjunct Professor and Internal Examiner of The University of Hong Kong, Faculty of Architecture, Department of Urban Planning and Design, Deputy External Academic Advisor (MA in Housing Studies), Department of Public Policy of City University of Hong Kong and the External Examiner of Bachelor of Science (Honours) Programme in Property Management of The Hong Kong Polytechnic University.
Over the decades, Dr Chan has served on a number of Government boards and committees, including the Corruption Prevention Advisory Committee of the Independent Commission Against Corruption, the Waste Reduction Projects Vetting Subcommittee of the Environment and Conservation Fund, the Municipal Services Appeal Board, the Appeal Board of the Electrical and Mechanical Services Department, the Security Services Training Board and the Real Estate Services Training Board of the Vocational Training Council and the Professional Services Advisory Committee of the Hong Kong Trade Development Council, etc. He has also been a Subject Specialist of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications.
Dr. Chan is a veteran professional in the real estate sector with over 40 years of services in the private sector including Savills Services Group, Hutchison Whampoa Property Group and Hongkong Land Group.

Peggy Chan, currently serves as the Head of Facility Services, with West Kowloon Cultural District Authority. The West Kowloon Cultural District is Hong Kong’s flagship art quarter and one of the world’s largest cultural centers offering 40 hectares breathtaking area alongside the perfect view of iconic Victoria Harbour.
Over 19 years in property and facilities management profession, Peggy started her career in the leading local property developer Sun Hung Kai Property Limited and subsequently joined a leading international real estate management company Jones Lang Lasalle Limited specialized in operation and workplace management and previously engaged in a large-scaled workplace transformation project.
Her professional in property management made her well-equipped in transforming property and facility services across property segments, engineering operational procedures, managing major redevelopment projects and workplace migration projects.
Peggy has a passion for learning, with an undergraduate degree in business, a master degree of E-Business Management from the University of New South Wales and a professional diploma in Housing Management. She held an international credential in FMP and joined IFMA in 2016 as the committee member in the Hong Kong chapter. Her thirst for knowledge and passion for extra curriculum activities allowed her to complete certificate of certified floral designer and certified hypnotherapist.

Mr. Ho is a practitioner with over 35 years of experience in the industry. Starting his career in existing company as Assistant Estate Officer since 1990, his extensive management covers various types of new property developments ranging from residential, commercial, industrial and giant cargo building. He is currently the Assistant General Manager of Kai Shing Property Management Services Ltd.
Simultaneously he was also the co-head of a business unit of a subsidiary company rendering professional F &B and clubhouse management services for over 6 years.
In public service, he is the Vice-President of The Hong Kong Institute of Housing and Member of Hong Kong Council of Volunteering Social Service of Agency For Volunteer Service. Dr. Edmond Cheng has over 40 years substantial experiences in real estate, property asset management and facility services. He has been the Managing Director of Urban Group since February 2002. He is responsible for the formulation of strategic directions, corporate development, business operations and management systems enhancement as well as new market development activities of the Group. Dr. Cheng leads a strong team of professionals to overcome challenges and maintains a sustainable growth of the Group.
Currently, Dr. Cheng is the President of the Hong Kong Association of Property Management Companies. Shenjing He is Professor of Urban Studies and Department Head at the Department of Urban Planning and Design, Faculty of Architecture, The University of Hong Kong. She is the founding director of the Social Infrastructure for Equity and Wellbeing (SIEW) Lab. Shenjing’s research interests focus on urban redevelopment, urban governance, rural-urban migration, rural-urban integration, low-income housing, urban development and housing price mechanism, and health cities. Shenjing was conferred the award of Fellow of the Academy of Social Sciences (FAcSS) in 2021 and she serves as an editor for Urban Studies since 2012, and sits on the editorial board of several urban and geographical journals. At SIEW Lab, she leads multiple research projects on gated communities, housing inequalities in pandemic-stricken megacities, cross border healthcare utilization and rural revitalization in Hong Kong.

Professor Daniel C.W. HO is currently professor at the Faculty of Design and Environment, The Technological and Higher Education Institute of Hong Kong (THEi). He is a building surveyor and facilities manager by profession. Professor Ho’s key research interests are on facilities management, planning and development, and building quality and performance assessment. He led the building health, hygiene, and condition and safety surveys for apartment buildings in various districts in Hong Kong since 2003. He has published extensively in the areas of facilities management outsourcing, building maintenance, collective actions in housing management, urban renewal, built heritage revitalisation, sustainable development, etc. His current projects focus on assessment of performance of property and FM agencies, and in particular management of private and public open spaces. Professor HO is active in services to his profession and the community. He has served on various government committees, councils, and boards of professional institutions, including the Hong Kong Institution of Surveyors (HKIS), Hong Kong Institute of Facility Management (HKIFM), and the Royal Institution of Chartered Surveyors (RICS).

Charles Hung is the Chairman of Property and Facility Management (PFM) Division and currently a Director of Ho & Partners (hpa) responsible for the routine property maintenance works for a large number of aided schools in New Territories, Kowloon and Hong Kong under the Education Bureau since 2013. He is a Registered Housing Manager and has been engaged in property management and maintenance of various public housing estates in Sham Shui Po district, Kowloon East and Hong Kong Regions for more than 17 years, with Housing Department. He was the Chairman of the Housing Department Maintenance Surveyors Association (2011-13). He was an elected board member of the Royal Institution of Chartered Surveyors (RICS), Hong Kong Branch (2013-2016) and successfully arranged for the signing of mutual recognition agreement for Property Management professionals between the HKIS & RICS in 2019. He is a BEAM professional under the Hong Kong Green Building Council and has played a significant role in the publication of the HKIS Green Property Management Practices Handbook (2015) , which was widely used as references for achieving the sustainability in maintaining and managing the properties. He is a qualified VBAS (Voluntary Building Assessment Scheme) assessor and has obtained the VBAS certificates at Cho Yiu Chuen and Kwon Tong Garden Estate for Housing Society. He is an APC (ie. Assessment of Professional Competence) assessor and has been actively involved in assessing the membership applications from PFM Division of HKIS. He has been serving the HKIS Board of Membership as committee member since 2010.

Dr. T.M. Kwong, Associate Professor of the School of Professional and Continuing Education, the University of Hong Kong. He is a renowned academic in the field of property and facility management and has been teaching housing and real estate related courses since 1995.
Dr. Kwong is currently the Head of the College of Humanities and Law of the School of Professional and Continuing Education. He is in charge of the operations for more than two hundred programmes in the College in different areas, including architectural studies, culture, art and design, social sciences, law, housing, and languages.
Dr. Kwong is active in the real estate and property management industries. He was contracted by the Education Manpower Bureau of the Hong Kong Government as the Professional Writer of the Industrial Technical Specialization on Property Management. Dr. Kwong is also the member of a number of committees and takes on an advisory role in property and facility management training and standard setting for the industries. Recognizing his contribution to the industry, Dr. Kwong is elected the Honorary Fellow of a number of professional bodies including the Hong Kong Institute of Housing, the Hong Kong Institute of Real Estate Administrators and the Institute of Shopping Center Management.

Mr. Stephen LEUNG is an architect by profession. He has over 30 years of experience in the construction industry in both the private and public sectors.
In his position as Deputy Director of Housing, he leads a multi-disciplinary team for the implementation of public housing developments in Hong Kong, covering a wide spectrum of tasks on projects from feasibility, planning, design to construction stages as well as on development and procurement central functions. He has been steering and overseeing the development and application of information technology including but not limited to Building Information Modeling (BIM), Geographic Information System (GIS), as well as construction technology to enhance the business practices of the Development and Construction Division of the Housing Department.
Mr PANG Yiu Hung, JPDirector of Electrical and Mechanical Services

Mr Eric PANG is the Director of the Electrical and Mechanical Services Department (EMSD) and the General Manager of the Electrical and Mechanical Services Trading Fund (EMSTF) of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China, leading over 5 000 staff. As the Director, he is responsible for enforcing legislation in relation to electricity, gas, railway and other electrical and mechanical installations to ensure public safety, and promoting energy efficiency and conservation as well as the application of renewable energy. As the General Manager of the EMSTF, he administers the provision of one-stop, comprehensive, professional and quality electrical and mechanical engineering services to government bureaux and departments, as well as public bodies such as the Hospital Authority and Airport Authority. The turnover of the EMSTF reaches about $8.5 billion in 2020/21.
Mr PANG is an engineer by profession. He has over 30 years’ experience in engineering management and public administration. He is also a fellow member of the Hong Kong Institution of Engineers (HKIE) and has served as the Chairman of the HKIE Gas and Energy Division.
Mr POON Yuen Fong, SanfordVice-President

Mr. Poon has been in the property management and leasing profession over 35 years’ experience and taking up different roles as a professional manager in various developer companies and independent management agencies. He had also exposed to the business development, professional training and overall supervision of pre-completion consultancy and management operations of various sizeable prime composite development projects in major coastal and inner cities of the Mainland China for 7 years from 1994. Since March 2008, Sanford joined the Hong Kong Housing Society (HKHS) as General Manager (Property Management) and now appointed as Director (Property Management) since October 2020.
He holds degrees of BSc(Hons), MSocSc(Urban Studies), MHousMgt, Executive MBA and a Professional Diploma in Real Estate Administration (Dist.) from different universities in Hong Kong. He is now a Fellow of the Chartered Institute of Housing (FCIH), Corporate Member of Hong Kong Institute of Housing (MHKIH), Corporate Member of Hong Kong Institute of Real Estate Administrators (MHIREA) and a Registered Professional Housing Manager (RPHM) with the Property Management Practitioner (Tier 1) Licence issued by Property Management Services Authority in Hong Kong.
He has also been actively participating into institutions and government appointments for the benefits of the profession of housing management like (i) Chartered Institute of Housing Asian Pacific Branch (CIHAPB) since 2005 till now, particularly as Chairman of the Executive Committee from 2009 to 2011; (ii) Hong Kong Association of Property Management Companies (HKAPMC) particularly as Vice President of the Council from 2009 to 2011 and from 2021 for the current year; and (iii) appointments by the HKSAR Government including Working Committee Member of the Property Management Industry Training Advisory Committee (PM-ITAC) under the Education Bureau/ Hong Kong Qualification Framework from 2018 to 2023; and Committee Member of the Sub-Committee on Property Management Companies and Practitioners under the Advisory Committee on Regulation of the Property Management Industry by the Home Affairs Department from 2011 to 2014.
Mr TSE Cheong-wo, EdwardDirector of Architectural Services

Mr Edward Tse is currently the Deputy Director of the Architectural Services Department (ArchSD). Born and educated in Hong Kong, Mr Tse graduated from the Faculty of Architecture of The University of Hong Kong in 1986. He had worked in private practices and become a member of The Hong Kong Institute of Architects, Authorized Person (List of Architects) and Registered Architect before he joined the Hong Kong Government as an Architect in 1993.
In the past 29 years of his service in the Government, Mr Tse also served in the then Environment, Transport and Works Bureau and the Development Bureau from mid-2004 to end of 2009, during which he oversaw a number of infrastructural and heritage initiatives and projects. During his tenure in the ArchSD, Mr Tse worked on a wide spectrum of projects covering the development and construction of leisure, recreational, sports, cultural, environmental and health care facilities. The recent memorable ones are the Expansion and Renovation of the Hong Kong Museum of Art, East Kowloon Cultural Centre, New Territories East Cultural Centre, Redevelopment of Yuen Long Stadium, various Harbourfront Enhancement and the columbarium and crematorium projects in Wo Hop Shek.
As the Deputy Director of ArchSD, Mr Tse now oversees a vast portfolio of new projects of different nature and the upkeeping of government facilities under the purview of the Department. The latest projects include the 10-year Hospital Development Plan, law court buildings, projects under the ‘single site, multiple use’ initiative at Tseung Kwan O town centre and the Anderson Road Quarry, mixed use development projects with different automated car parking systems and so on. He also actively promotes the adoption of Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MIMEP) techniques in various building types like offices, schools and government quarters.
Mr Tse continues to steer his project teams in ArchSD to make improvement on public works through the application of new technology and innovative building solutions to provide a better living environment for public enjoyment in Hong Kong.
Sr WONG Kwok Leung, PaulSenior Vice-President

Sr Paul Wong is a quantity surveyor by profession since 1988. He holds a Master of Science (MSc) in Construction Management from City University of Hong Kong. He has been working in the construction industry for consultants and contractors for over 30 years.
Being a Registered Professional Surveyor (QS), a Registered Construction Manager, and qualified members of various professional institutes, Paul is a multi-disciplinary professional with extensive experience in quantity surveying, contract administration, and project management for different kind of projects (including residential, commercial, industrial, hotel and institutional projects) in Hong Kong and Macau.
Paul was the Director & General Manager of a construction group in Hong Kong and Macau from 2005 to 2017. Currently, he is the Director & General Manager of Tactful Building Co., Ltd. He is responsible for the daily operation and administration of the company for construction projects. He is currently also registered as Technical Director and Authorized Signatory under the category of Registered General Building Contractor in the Buildings Department.
Over the years, Paul has been actively serving the community and construction industry by participating in different boards, committees and panels of different organizations in Hong Kong. He is the current Senior Vice President of the Hong Kong Institute of Surveyors and the Past Chairman of the Hong Kong Institute of Surveyors (Quantity Surveying Division). He has received the award of the Construction Contract Administrator Grand Award (Addition and Alteration Works Category) of the Construction Management Award 2016, organized by the Hong Kong Institute of Construction Managers, in 2017.
Sr Gary YEUNG Man KaiPresident

Sr Gary Yeung obtained BSc(Hon) Degree and MBA from the University of Reading, and LLB from the University of London. He qualified as a Fellow Member of the Hong Kong Institute of Facility Management, the Hong Kong Institute of Surveyors and the Royal Institution of Chartered Surveyors.
Mr Yeung has more than 40 years’ experience in real estate management, working in organizations including the HKSAR Government, developer, project consultancy practice and property management companies. He has retired from the General Manager of Shui On Properties Management Limited and currently offering part-time teaching and training for some university/institute as well as the surveying institutes.
He also makes use of his leisure to serve the Hong Kong Institute of Surveyors on a voluntary basis for more than 20 years initially in the Building Surveying Division, and thereafter in the Property and Facility Management Division, Board of Membership and General Council. He is the Past Chairman of the Property and Facility Management Division (2009-2011), Past Honorary Treasurer of the Surveyors Registration Board and Past Vice-President of the Hong Kong Association of Property Management Companies. He also served the Council of the Hong Kong Institute of Facility Management and was elected as the President 2021/2022.
He had participated in several legislative consultations essentially the amendment of Building Management Ordinance (Cap 344), Mandatory Building Inspection Scheme (MBIS) and the Property Management Services Ordinance (Cap 626). He was the core writer of a proposal namely “Building Affairs Tribunal” which was submitted to the Government in 2005 and had attracted much debate during the MBIS consultation.
Prof YIP Ngai MingProfessor of Department of Public Policy

Ngai Ming Yip is professor of Housing and Urban Studies in the Department of Public Policy, City University of Hong Kong and has been the programme director of the MA in Housing studies from 2006-2020. He is now the programme director of the B Soc Sc in Public Policy and Politics programme. He has been engaged in the teaching of housing and urban policy as well as housing management for over twenty five years. He is an active researcher on housing and urban policy on Hong Kong and Asian cities. He published widely on housing policy, housing management, homeownership and urban activism. He has been the Asia Editor of the SSCI journal Housing Studies since 2014. He also actively contributes to the policy and professional communities. He has been a member of the Commercial Properties Committee of the Hong Kong Housing Authority since 2015 and is now a member of the Subsidised Housing Committee of Authority from April 2021, a member of the Task Force on Tenancy Control of Subdivided Units of the Hong Kong Government (2020-2021), Chairman of the Chartered Institute of Housing Asian Pacific Branch in 2013 and 2014. He is now a member of the Board Directors of the Habitat for Humanity Hong Kong.
